The City of Espoo is a responsible pioneer that conducts quality-conscious and economical procurement with extensive and positive social effects to the advantage of residents. Through procurement, Espoo promotes healthy competition, enterprise-friendly and innovative procurement and sustainable development.

The city complies with the legislation on public contracts, the city’s guidelines and instructions as well as the procurement rules and guidelines.

Procurement notices exceeding the national threshold are published in HILMA (in Finnish), either nationally or at EU level, depending on the value of the procurement.

Invitations to tender

The City of Espoo uses an online tendering system where the invitations to tender and the related documents are published.

Small-scale procurement below the threshold

The City of Espoo has a system for small-scale procurement. The system is used to request tenders for small-scale procurement that is below the national threshold value defined in the Act on Public Procurement.

The system can also be used for requesting tenders for minor framework arrangements. 

Ongoing small-scale procurement
